Tricia Rojo Bushnell is a nationally recognized advocate for systemic reform and a tireless champion for justice-impacted individuals. As Co-Founder and Co-Executive Director of Justice Strikeforce, she combines professional expertise with personal experience, having witnessed the effects of incarceration within her own family. This unique perspective drives her commitment to empowering communities to lead transformative policy change.

Tricia’s career is defined by her ability to navigate complex legal systems and deliver meaningful results. As Executive Director of the Midwest Innocence Project, she led efforts that freed wrongfully convicted individuals and drove the passage of dozens of state laws and policies tackling issues such as post-conviction DNA access, compensation for exonerees, and reforms to eyewitness identification and jailhouse informant practices.

Her dedication to justice extends beyond the courtroom. As an educator, Tricia has taught courses on wrongful convictions, race, and systemic reform at leading law schools, including Washington University in St. Louis School of Law, the University of Wisconsin School of Law, and the University of Missouri School of Law. Her innovative approach has fostered partnerships with legal and community organizations, creating pathways for justice that prioritize those most affected by systemic failures.

Recognized as a national thought leader, Tricia has shared her insights through prominent media outlets such as The New York Times, CNN, ABC News, and MSNBC, and as a keynote speaker at conferences. Her work has been honored with numerous accolades, including the "2024 Legal Champion Award" from Missouri Lawyers Weekly.

Prior to founding Justice Strikeforce, Rebecca worked in criminal legal reform for more than 25 years. Most recently, Rebecca worked at the Innocence Project for 18 years, helping to build and then lead its policy department, directing its federal and state policy agenda. During her tenure, the Innocence Project successfully lobbied the passage of more than 250 criminal legal reform laws.

Nationally recognized as one of the most transformative criminal legal reform organizations in the nation, Rebecca helped shape the Innocence Project’s policy agenda from inception, working with a cross-section of impacted people, interest groups, communications and lobbying firms, federal, state and local lawmakers, criminal legal experts, sports and talent influencers and more. In 2023, Rebecca received the “Hero of Justice Award” from the Pennsylvania Innocence Project, which honors an individual who has shown sustained commitment to achieving criminal justice for all.

Rebecca has presented at judicial and legal trainings, diverse criminal justice and academic conferences and has been sought out as a subject matter expert by such high-profile media outlets as The New York Times, BBC News, ABC News, Slate, NBC News, CBS News, BNC News, Politico, NPR and the American Bar Association Journal. Most recently, Rebecca appeared on a special episode of Meet the Press regarding police accountability.

Rebecca has developed strategies for hundreds of policy efforts, testified in dozens of legislative hearings, led national policy working groups and developed a deep bench of relationships throughout the nation that she can draw upon to power and accelerate emerging policy campaigns. She is also the founder of Maat Strategies LLC, a policy consulting firm, a member of Roc Nation’s United Justice Coalition, and serves on the board of directors of For the People and the Wilson Center for Science and Justice at Duke Law.

Featured campaigns & Partnerships

Justice Strikeforce launched its first campaign in partnership with Families United for Accountability—a grassroots coalition of families who have tragically lost loved ones to police violence. These families are determined to transform their grief into action by driving meaningful policy reform that holds law enforcement accountable and addresses systemic inequities.

In early discussions, families highlighted a devastating oversight: as they are not designated “crime victims,” they are excluded from basic resources like mental health services that traditional victims receive. This injustice underscores the systemic gaps that Justice Strikeforce is committed to closing.

To tackle these challenges, we developed a robust federal policy agenda focused on two critical goals:
  • Advancing Accountability: Ensuring transparent systems to address police misconduct.
  • Expanding Resources: Advocating for equitable access to mental health services and other essential supports for affected families.

In just weeks, Justice Strikeforce secured high-level meetings with the Department of Justice, including the Office of Justice Programs, Civil Rights Division, and the Office for Victims of Crime. These discussions led to a groundbreaking commitment: The Department hosted its first ever listening session on January 15, 2025 to hear directly from impacted families and shape future reforms.

We also connected families with lawmakers pivotal to police reform efforts. These members of Congress drafted a bicameral letter urging the Department of Justice to prioritize these initiatives, amplifying the momentum for systemic change.
